You cannot order your rural residents to collect sand from any random dirt road. You need to build a sandy quarry to get the right sand for your construction needs. This, however, requires you to align your city center to level 2.

When you are ready, go to the Construction menu, and then check the resources section for the sandy pit. You will need wood and boards that you can buy cheaply in a trading post, if you do not have enough of them.

It is important to know that sand careers can only be built around certain areas. To do this, you must search the area and find significant land of yellow pastures. Such areas will be marked with sand icons so that you can easily determine the right place for the sandbox.
